Is there really a leap protection equipment? It is the government buys billions in actions to prevent an accident?

We have heard much about rescue operations, which are undeniable. But I've been hearing a lot about a team that now fall protection. Apparently, some people are saying that the only reason why the whole market has not collapsed is because the government has been artificially manipulating the market by buying billions of dollars into action.
